Ukrainian President Volodymyr Zelensky States Absence of Explicit Defense Guarantee from Allies

President Zelensky has stated that European allies have failed to provide solid assurances that they will defend Ukraine in the case of a new Russian aggression.

"I am asking this very question to all our partners and I have not received a definitive and straightforward response yet," he told reporters on midweek.

These remarks follow a day after the UK and France inked a declaration of intent on deploying troops in Ukraine if a peace deal to conclude the conflict with Moscow is finalized.

However, comprehensive defense assurances have not been agreed. The US, which has been spearheading initiatives to halt the offensive, was reported to have abstained from signing such a commitment at talks in Paris on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which involved some 30 countries that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated a significant number of soldiers may be sent.

Partner nations suggested that the United States would take the lead in monitoring a truce. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has thus far remained silent on the declaration made in the French capital.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow currently controls about 20% of Ukraine's land.

The President's Evolving Stance

The UK Prime Minister characterized the bilateral declaration as "an essential component of our commitment to stand with Ukraine for the long-term".

He continued: "It establishes the pathway for the juridical structure under which allied military personnel could function on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the years to come."

The Ukrainian leader praised that accord as a "significant leap of progress".

A day later, however, he seemed more cautious.

"I perceive the determination, the political resolve, and that the allies are prepared, and the partners are ready to give us strong sanctions, strong security guarantees," he said when asked if European countries would defend Ukraine.

"But as long as we don't have such binding security pacts - formally ratified, supported by parliaments, supported by the United States Congress - this question remains unresolved. And even if they do, you must ultimately depend first and foremost on your inherent capabilities."

Persistent Challenges and Fighting

The Paris talks were also significant owing to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

Witkoff said the allies "largely finished" their work on agreeing security protocols.

Recently, the President indicated a peace deal was "90% ready".

Questions of land and defense pledges have been at the center of outstanding matters for negotiators.

Putin has repeatedly warned that Ukraine's military must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to conclude hostilities.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could withdraw its troops to an agreed point - but provided that Russia did the same.

Russian forces now holds about three-quarters of the Donetsk region, and some 99% of the neighbouring Luhansk. The two regions constitute the industrial Donbas region.

It has been intensifying attacks against cities in Ukraine - with a focus on energy infrastructure. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with drones, though with varying degrees of effectiveness.
